It has been pointed out to me by one of my esteemed colleagues (Gareth from Sytec) that my footnote is technically inaccurate. There is in fact such a thing as perfect encryption (perfect secrecy) for example using a One-time pad. The One-time pad uses a key that is the same length as the clear text and is used only once. Such a system would not be practical for hard drive encryption, but it does exist.
